Russian National Payment Council Association

Russian National Payment Council Association - is a non commercial organization that was instituted by world’s leading payment schemes to promote the sound development of digital payments landscape in Russia and to foster cashless payments practices by Russian financial services players.

The Council’s main objectives are the legal and industrial research to aid the development of digital transactions market in Russia while protecting the interests of service providers and aiding the increased financial literacy and security of consumers.

The Council is acting on those objectives through special committees that liaison with Russian Government main institutions to support the latest legislation on payments , including the Government of Russian Federation, the State Duma, Reserve Bank of Russia and others. They also cooperate closely with international associations and governance bodies to retrieve the best practices on payments. 

The members of the Management Board of Russian National Payments Council Association are Zolotaya Korona, MasterCard, Visa and MTS. The members of the Council are United Card Service (UCS), Bank VTB24, Bank of Moscow, Svyaznoy Bank, CyberPlat, the E-money Association and PayPal
